Samuel Gauci

Samuel Gauci is a Senior Associate at WH Partners, part of the Gaming and Gambling Advisory.

Sam advises international gaming clients on a broad range of licensing and regulatory matters. He drafts, reviews and negotiates various agreements related and ancillary to the clients’ gaming operations. Sam has also been involved in a number of acquisitions within the gaming industry.

He joined the WH team from the Malta Gaming Authority (MGA) where for six years he formed part of the MGA’s Legal Directorate, ultimately performing the role of Head of Legal Affairs.  At the MGA, Sam and his team were responsible for legal queries and matters referred to the Legal Directorate from within the MGA, from consultants, advisors and licensees.  In the months prior to his departure from the MGA, Sam also temporarily assumed the position of Acting Chief Officer – Authorisations, with responsibility for all matters pertaining to licensing, requests for approvals, renewals and terminations of licensees.  Sam’s experience covers remote and land-based gaming both from a legal and practical perspective.


Sam graduated from the University of Malta in 2005 as a Doctor of Laws and was admitted to the Bar the following year.
